General Manager
David Decker
David grew up in Colorado, where watching his father work in bowling centers at a young age instilling the importance of hard work, consistency, and doing things the right way. Those early lessons helped shape the strong work ethic he carries into his leadership today.
David later served in the United States Air Force, where he developed discipline, accountability, and the ability to lead effectively under pressure. He went on to earn his master’s degree in Sports Management from William Penn University and enjoys building strong, effective organizations through thoughtful strategy and structure.
Ottumwa is home for David, where his life is rooted alongside his wife and their daughters. Being a husband and father is his highest priority, and he strives to make decisions that reflect that responsibility both personally and professionally.
FUN FACT: In his downtime, David enjoys golf and tabletop wargaming - activities that reward strategy, patience, and a little healthy competition

Program & Operations Manager
Kevin Hatfield
Kevin serves as the Program & Operations Manager for the SE Iowa Sports Center, bringing more than three decades of leadership experience in hospitality, foodservice, sales, operations, and customer service to one of Southeast Iowa's premier recreational facilities.
A proud 1988 graduate of Ottumwa High School, Kevin enlisted in the United States Navy immediately after graduation. His military service instilled the discipline, accountability, and servant leadership that have defined his career.
Before joining the Sports Center, Kevin built an accomplished career in the foodservice industry, holding leadership roles in restaurant operations, business development, and sales with nationally recognized companies. He also founded Hatfield Catering Co., where he combines his passion for culinary excellence with exceptional customer service to create memorable dining experiences for clients throughout the region.
Throughout his career, Kevin has developed a reputation for building strong relationships, growing organizations, leading successful teams, and creating outstanding customer experiences. Those same skills now drive his vision for the SE Iowa Sports Center, where he is committed to expanding programming, developing community partnerships, hosting first-class tournaments and events, and creating an environment where athletes, families, and visitors feel welcomed and inspired.
Outside of work, Kevin enjoys golf, travel, live music and is especially proud to be the father of a beautiful daughter and the grandfather of a new grandson. He believes strong communities are built through meaningful relationships, opportunities for youth, and experiences that bring people together.
Kevin is passionate about helping the SE Iowa Sports Center become a destination for sports, recreation, and community engagement while making a lasting positive impact throughout Southeast Iowa.

Youth Programs & Community Engagement Manager
Tamara Wheaton
Tamara is an Ottumwa native — well, mostly. She'll tell you she's a hometown girl through and through, though her high school diploma from Eddyville-Blakesburg might have something to say about that. Either way, she's spent her whole life in this community, and now she gets to spend her workdays here too.
Tamara brings a diverse professional background to her role, from volunteer coordination, nonprofit work, legal support, early childhood education, social media management and banking, so there isn't much that rattles her. She holds a Computer Accounting Diploma from Indian Hills Community College and is a 2024 graduate of the Ottumwa Leadership Academy.
Growing up, Tamara stayed active studying piano and participating in softball, volleyball, cheerleading, and competitive dance. That well-rounded, team-oriented spirit continues to shape how she approaches her work today.
Outside of the center, Tamara enjoys cheering on the Minnesota Vikings, watching sprint car dirt track races, and camping. What matters most to her, though, is time with her husband, her two sons, and their family dog, Archie. She's also a proud supporter of autism awareness, because community means showing up for everybody.
Tamara's thrilled to be part of the JBS team and can't wait to help make this place the go-to spot for kids and families around the region.
